The only way to run this program in Windows 10 is with the help of virtualization. You'll have to install Windows 10 in a virtual machine running Windows XP, because not even Windows 7 is supported.
Download and install VirtualBox then use a Windows XP disc or ISO to install the operating system. When everything is completed, transfer the The Print Shop Ensemble III to that environment and you'll have the possibility to run it.
The The Print Shop Ensemble III is compatible with Windows versions up to Windows 7 (excluded). There have been a lot of reports on the Amazon website with users that complained about compatibility with Windows 7. You can figure it out by yourself that it won't work on Windows 10 regardless of the available options that you have.
However, if you have a powerful PC, you can install VirtualBox and then virtualize Windows XP and continue using the application without any issues.
Note: To virtualize Windows XP you would need the XP Installation Disc or ISO.
I have Print Shop Ensemble III and Print Shop Version 10. My new HP 510-p127c won't let me install from my discs.

The problem with your CDs might be related to compatibility, although the computer features a CD/DVD-Rom drive.
Just as I predicted, the Print Shop Ensemble III you are trying to install weren't made to be compatible with the latest versions of Windows, that's why the PC refuses to install it. However, browse to the CD you have and right click the setup package. Choose Properties > Compatibility. Select a previous version of Windows (preferably Windows XP) and launch it again.
If it's still not working, then you'll have to use virtualization to install Windows XP and run the CDs into that environment.
I have a new computer with Windows 7, and I can't install The Print Shop Ensemble III. Where do I find a patch so I can install it?

You can't install it in Windows 7 because the application is not compatible with this operating system. You need to apply a compatibility setting to the main executable but it does not guarantee you it will work. Alternatively, try to use Windows XP Mode to the install the application in a complete compatibility mode.
This application does not work in Windows 7. You will need to install VirtualBox so that you can emulate Windows XP in order to make it work. If you visit the website of VirtualBox, you will find all the necessary instructions to install Windows XP.
DLLs are library files that allow multiple software programs to share the same functionality. Because they are shared files, they exist outside the program itself. Although this provides many benefits for the software developers, it provides also an opportunity for problems to appear. Improperly shutting down your PC or getting a virus infection could corrupt the icdllw32.dll, which could lead to DLL errors.
To fix these errors you need to follow these steps: Click the Start button. Type "cmd" in the search box. While holding CTRL-Shift on your keyboard and hit Enter. Click Yes on the prompted permission dialog box that appears.
Type: regsvr32 /u icdllw32.dll. Hit Enter and it will un-register you file. Now type the following command: regsvr32 /i icdllw32.dll. Hit Enter and it will re-register your file. Close the Command Prompt window and restart the program. Additionally you should conduct a full malware scan of your PC with a specialized program to make sure it is not infected.
